Preliminary schedule for the changes in legislation on unemployment security

Several changes in the legislation on unemployment security will enter into force next year. The changes are being prepared in two packages.

Information on all of the changes in legislation can be found here. 

Feedback statements on the draft government proposal related to the first package of legislative changes were collected in early September. A-kassa also submitted its own statement (link). The aim is to start processing the change in the Parliament in the second week of October.

It is possible that the draft government proposal related to the second package of legislative changes will be ready to be sent for a round of statements at the end of the year, and the aim is to start processing it in the Parliament in February.

In addition, the Ministry is preparing for changes in legislation in order to freeze the index increases and terminate the job alternation leave system.

 

Changes that will enter into force on 1 January 2024 as far as it is currently known:

  • Extension of the waiting period
    • Transitional provision: Applicable, if the waiting period starts on 1 January 2024 or later.
  • Periodisation of holiday compensation
    • Transitional provision: Applied to the annual holiday compensations that are paid based on an employment relationship that has ended on 1 January 2024 or later.
  • Freezing of the index increases
  • The additional increas made to the child increase in 2023 will be removed.

 

Changes that will enter into force on 1 April 2024 as far as it is currently known:

  • Termination of child increases
    • Transitional provision: Applicable when unemployment benefits are paid starting from 1 April 2024.
  • Termination of the protected part of earnings
    • Transitional provision: Applicable to the payment of application periods that start on 1 April 2024 or later.

 

Changes that will enter into force on 1 August 2024 as far as it is currently known:

  • Abolishment of the job alternation leave system

 

Changes that will enter into force in September 2024 as far as it is currently known:

  • Staggering of the earnings-related daily allowance
  • Removal of age-related exceptions
  • Pay subsidy work will no longer accrue the employment condition
  • Extension of the employment and membership conditions
    • Transitional provision: Applicable as of 2 September 2024, when one whole or one half of a month of employment can be counted for the employment condition. For the time before 2 September 2024, the calendar weeks to be taken into account in the employment condition are changed into employment condition months.
  • Linking of the employment condition to euros earned
    • Transitional provision: Applicable to wages earned and paid on 2 September 2024 or later.
